That would be the correct way to update the CWS. Once the CWS has been updated, the issue will then be notified.
How late can we do this? The Release Schedule for OOo 2.1 says: "Last_cws_integration for fixes: November 16th 2006"but I am not sure if that is the due date for translation fixes, or not.
As far as I'm aware that is the last date for the fixes, after that they will have to wait until the next version.
In general, I need to understand the process for fixing errors in translations, leading up to the release.
