Default is "All qualifying issues"

You choose the option you want to have. You recieve the mail for stuff
that the listbox lists.

A qualifying issue is an issue where one (or more) of the following
applies (you: youself or any nick you're watching)

* you are the reporter
* the issue is assigned to you/you are listed in qa-contact field
* you are in CC
* you have a vote for that issue
* you make a change to the issue

So you don't get mails when you change an issue yourself, but when
somebody else modifies the issue

You don't get any mails unless you're on CC

you're listed in one of the abovementioned fields)
