Yes. But I do it in this order:

1. Is this a bug?
YES - goto 2
NO - end

2. Has it been reported?
YES - add any useful info then end
NO - goto 3

3. Report it.

So I came here first, to ask if it were a bug.

Format > Character > Position
When you choose effects, each effect shows in the preview in that
dialogue, _except_ the rotation effects.
