that's a very good summarize. It could be a start in Wiki to defined or
identify detailed steps in the different test scenarios and which tools
should be used.
Could you bring this on OOo-Wiki?

Tests
Tests during development process are tightly scheduled.
There is no extra time to cover an entire OOo.
We have to focus on the specific items.
The tests can be classified into three different ones:
Functional Test
(not the main focus of l10n testing but we need to identify
functionality that depends on localization)
Aims: Ensuring that functions work
Targets: Functions that have been added or modified
Criteria: The functions should work with local languages.
Period: Not applicable; This is continuous work.

Localization Test
Aims: Achieving translation quality sufficient
Targets: Translated texts that have been added or revised.
Criteria: The translations should be appropriate in the context.

Release Test
Aims: Releasing builds at good quality ASAP
Targets: Each installation package
(no need to keep Sun and community builds apart)
Criteria: No show-stopper; Good for casual, daily use
Period: A week
In fact we have some days (current release schedule says that
an RC will become final after a week, if no stoppers are found).
Requisites: Knowledge of target languages
Another type of test should be done on a daily basis with released
and/or under-development builds, which covers an entire OOo including
local language specific functionalities and translations.
