OpenOffice was until recently the only way to have MS documents converted to an XML based parsable format. Hence it is used by a huge number of translators, even in not so poor countries, to prepare the source documents before use in translation tools.
SUN's own OLT allows translation of ODF and OOo 1.n format, hence it is also used in combination with OOo to "roundtrip" MSO files to and from the parsable format that is OOo's.
