the Quickstarter process is being disabled from the office via UNO API
_and_ also via UI. So, a restart of the Office (Call ExitRestarOffice)
would not hang anymore in the Quickstarter-Office process.
I have tested it with and without enabled Quickstarter under Windows and
Solaris SPARC. If there are any issue, please let me know.
