If I may add, TCM handles mostly l10n testing for release candidates.
But it doesn't include new functionality testing. This is why it's
interesting for us to run TCS in our localized version too.
Joost is providing us language packs for developer version, it should
allow us to find issues with our language earlier or check for issues
that are corrected.

I don't know :)
If I take the example of the FR project, currently we are testing :
- 2.3.1rc1 with TCM and testtool
- special l10n release containing 1rst handoff translation round with a
fishing-rod ;)
- SRC_680m23x with TCS (hence all my mails about the test documents)
It's a small team so it's not very difficult to handle the workflow but
if we want to have more testers, may be it will be interesting to have
more things in only one place.
