The QA work on localized build is done by teams most of the time.
Depending on the language you are wanting to test, you may want to join
this language team first.
See here who is working on the localization you're using and he/she will
be able to tell you how to proceed :

If there is no QA team for your language, please tell us, we will
explain you how to proceed for the tests. Because in fact, QATrack is a
tool to monitor the status of the QA for localized build and not to do
the QA tests.
