You're welcome to.

The current rule is actually simple. The one who submits a build first are welcome to do this. If there are localized development builds (such as milestone builds which not all are interested in), don't submit the builds. It may cause users who are not interested in the build. Then it's better to let everyone who are interested to add the builds for their languages if they want to.

But all rc's should always be submitted, even though you know that there will be one rc coming soon. We want QATrack to be able to work as a history book as well, so no information should ever be removed.

Sorry I don't understand. I assume I should write like following at least for one package?
(so that making register in the QATrack easier?)

In the current email that you get as a confirmation for your languages, there is a link for the build:
