Selecting path to a directory, and then selecting your language is
tempting, and would only work with FTP directories.
If directory listing is enable for HTTP, it can work for HTTP too! You
just need to do some parsing.
HTML pages does not work well for an automated system to process.

I think that whoever produces the builds and uploads them, should then
submit them to QATrack, so that then the QA leads can assign them.
This could then be the determining factor as to when the builds are
available.
I also don't like being spammed with build I am unable to test. So
please make sure that it is very specific as to the builds that it
sends mails out for. I also like the idea of batching the mails that
are sent out. Say have an hour delay on sending the mails out from the
last submitted one, with a limit of 12 hours, where at which point it
will send out all builds submitted in the past 12 hours.
