About the digital signature, where can I get an private certificate? is there 
any association or something that issue the certificate?

If I use the certificate, what will happen? Does it just tells people the 
document is writen by me? or it's a protection to the document?
Can anyone else modify the document?

That is for e.g. ftp and webdav connections. You define a master
password that - provided once - removes the need to enter passwords
for every connection you open. The OOo help holds more info about that.

These are certificates (like cacerts) that you have installed e.g.
in firefox. Those certificates are imported and can be used to
verify the  authenticity of documents that have been digitally signed.
If you have a private certificate, you can use it to sign your own
documents.
