[qa-dev] Permissions for QATrack and update for Serbian entries

I would like to assign "sr" and "sh" to my account name "goranrakic". 

If possible, can you please change entries for Serbian to:

  1) name: "Serbian Cyrillic"
     iso: sr
     code: 51
     sun: no

  2) name: "Serbian Latin"
     iso: sh
     code: 52   
     sun: no
