Yes, I think so too. Imho, I think open it as a new file maybe meet the
user's expecting more.

Insert "at end of the file" is hardly possible for Calc (what is the end of a spreadsheet).
Sorry, I was thinking  the end of the data range.

Same for "insert at current position" - how to insert multiple sheets at "current 
position"?
I was thinking push the current data to the right and downward.

But there is an issue: What if the current file or inserted file is
about to reach the maximum row or column?

I guess maybe open it as a new document is the best solution.
