Basically it should come up immediately always (at least AFAIR that was the "spec" for that feature for 2.0). But it seems that this does not work always. It's not easy to track that down. In case you find a crash that is repdroducible and also reproducible does not trigger a restart, you could create an issue so that we can have a look. OTOH, I think that we have more serious bugs to look after.
