Ok, well we resign, admit that this was a change that was done with good intentions but which was done too fast and without thinking enough about all the involved processes and consequences and thus we have just reverted it.

After some discussion I just changed the mandatory level for Automation CAT-0 back to optional in the EIS database.

Well that is unfortunatly a problem which is not really completely solved yet.

The only currently possible solution is to first ask a friendly co-developer of yours

Polling for internal developers (who mightn't even work there anymore,
who knows) is rather awkward and doesn't really scale all that well. How
about making the test non-mandatory until its possible for external
developers to run it ? Or make it an in-house mandatory rule in the
interim.
