from our statistics I can see that 77% UI and 98% help is translated.
However, at least 80% UI has to be translated and furthermore you have
explicitly to request a full build.

So, that's the reason why there are only language packs.
However, I don't what to exclude you because of 3%. ;-)
So, we should build a 3.2.0 full install for Bengali, right?
