We have reports, from ongoing tests on the Italian version, of a new
regression in 3.2.0-RC2: when you save as "Text encoded" from Writer,
the checkbox that in 3.1.1 allowed you to select the encoding is ignored
in 3.1.1; this makes the whole "Text Encoded" export filter useless.

(I set it as "unconfirmed" since we didn't receive enough feedback from
the Italian testing community yet).
This can be rather problematic unless there is a workaround that I
didn't see.
