PPC with Mac OS 10.4 is OK with the recently published 3.2 version of
OOo. You may find an appropriate package at

ftp://anonym...@ooopackages.good-day.net/pub/OpenOffice.org/MacOSX , i.e.

ftp://anonym...@ooopackages.good-day.net/pub/OpenOffice.org/MacOSX/3.2.0rc5_20100202/OOo_3.2.0rc5_20100202_MacOSXPowerPC_install_en-GB.dmg

/3.2.0rc5_20100202 means Version 3.2, release candidate 5 from 2.Feb.10
/OOo_3.2.0rc5_20100202_MacOSXPowerPC_install_en-GB.dmg means: OOo
version 3.2.rc5 from 2.Feb.10 for Mac OS X PPC, english(GB) version. You
may try another language too.
And don't forget the extensions in
ftp://anonym...@ooopackages.good-day.net/pub/OpenOffice.org/MacOSX/3.2.0rc5_20100202/extensions/macosxp

Version 3.2.0rc5 is identical to the later released 3.2.
there is seldom an "official" OOo for PPC because the lack of people
doing the release tests needed. But nonetheless those versions are
mostly usable - find out by yourself. You may even support us on
reporting your experiences on the qa list you posted your initial question.
