there is no '3.3 new features' scenario. All new test cases that I added
for new 3.3 features are within
Calc-6, Framework-6, Writer-6 and Math-6 categories.
I've already added the project/build 'OOo3.3.0RC' to TCM last weekend.
Mechtilde was so kind to ping me.
btw. you should have all access rights that are needed to create a
scenario by yourself. On the other hand why don't you use the 'release
sanity scenario' for a release candidate ? Other checks should have been
done before.

Italian team already translated some testcases specific to OOo 3.3 and
uploaded translations to TCM, so maybe it is just a matter of creating a
container for them.
