Resolution: Fixed
The letter of this JIRA but not the spirit has been completed.
The tests that were moved in to systests now use QTC but there are a bunch of
tests in systests that do not use QTC.
As per QPID-1229 we should move these broker unit tests to the broker package.
Accepting these changes to date as we have a JIRA for the continuing work.
