Using --relocate wont work in this situation as it is only for use when the
base of the repository itself is relocated. As the ASF uses one big
repository and qpid just moved within it that doesn't apply here.

Given that all they did was move the entire qpid directory up a level, a
normal svn switch should work, that is:
svn switch https://svn.apache.org/repos/asf/qpid

Subversion is able to handle this gracefully, see
http://svnbook.red-bean.com/en/1.1/re27.html for details but you
should be able to run:

svn switch --relocate https://svn.apache.org/repos/asf/incubator/qpid/
https://svn.apache.org/repos/asf/qpid/

I think git svn may be able to handle this, but I plan on re-cloning
from the repository at
http://jukka.zitting.name/git/?p=qpid.git;a=summary and then svn
initing, there was mail on infra-dev the other day about how to do the
switch so that it all works nicely.
