Summary: Better separation of 0-10 and 0-8/0-9 support in test framework
(was: Codegen requires presence of an 0-10 spec)
Changed title to reflect root cause, namely that the test framework imports
both 0-8 and 0-10 APIs and now the import of the 0-10 APIs trigger code
generation which requires a valid 0-10 format spec.
