Improve repository layout of ancillary files for the jmx management console

The management console builds require ancillary files such as
platform-dependant configuration + executable files, and additional manifests
for sub component plugins. Some of these are currently in poorly named
directories, making their purpose non-obvious.
They should be arranged in a way that is more indicative of thier use and/or
location within the console builds.
