python tools need porting to native windows environment

The commands in the python directory such as qpid-tool do not work on Windows
using Python 2.6.1 from python.org.
A workaround is to use python included in cygwin.
Some basic porting work is required,
i.e. "os.uname", socket.SSLType do not exist in the Windows version of Python
There appear to be other connection issues, but they could just be user error
on my part.
