better cluster names in cluster_failover soak

cluster_failover_soak in cpp/src/tests currently uses a random number
between 0 and 1000 as the uniqing factor in its cluster names. There may have
been a collision recently when two tests were running simultaneously on one
clustered setup during a Ptolemy test.
This change make it use UUIDs. If one of these collides please tell me, so I
can buy a lotto ticket with that number on it.
