Clear Queue' option in Qpid Management Console works successfully if there are
less messages and gives I/O exception (org.apache.qpid.protocol.AMQConstant) if
there are large number of messages in the queue undelivered.
Steps to reproduce:
1. pump a persisent queue with messages (I had errors even with 200 messages)
in the queue
2. Connect to the broker with Qpid Management Console, select the queue, and
choose tab 'Clear Queue' and press 'execute'.
This error does not happen when I have around 50 messages (not sure of the
limit) in the queue while it clears the queue successfully.
