Summary:
Currently the QpidTestCase starts the Java InVM broker with set of coded
Default values. It would be more useful to use a configuration file as this
would allow this code to be exercised and make it easier to adjust the broker's
behaviour for each test run.
As the QTC also runs external brokers additional logic will be required to
provided the correct configuration for each broker. That is until we have a
common format between brokers.
