I don't think SELinux is supported on Windows, so this workaround won't affect
any other work going on. In the long term we need a proper solution, but the
current situation is that broker acls can't be used on Windows.
The long term solution is to tidy up the plugin interface/qmf interface so it
doesn't have this issue.
