Include .zip file in the C++ source release artifacts

The current C++ source artifact in releases is a .tar.gz file. Windows users
often need to install a separate utility to read the tar file; zip files are
natively accessible. Thus, for many Windows users, a .zip file is more
accessible than is a .tar.gz file. If both .tar.gz and .zip files can be
produced during the C++ source release process it would make Qpid C++ more
approachable.
