unhang failover_soak in case of broker error

Currently failover_soak will deliberately leave its other brokers alive if one
of them exits unexpectedly.
But this makes failover_soak a bad citizen in multi-test systems like "make
check".
The added line of code in this patch makes this exit-path from the program the
same as all others.
