Exclude lists are unable to exclude packages

Summary:
Currently there is no bulk exclude for a whole java package of tests. Normally
this would not be required but the new logging tests for the Java broker cannot
be run against the CPP broker. So the entire 'org.apache.qpid.server.logging'
tests need excluded.
For now simply using the full Class package will allow us to disable the
logging tests like this:
_exclusionList.contains(getClass().getPackage().getName() + ".*")
However, we may wish to add more sophisticated glob matching in the future so
the above pattern can exclude all sub packages.
