C++ broker on Windows fails startup if the piddir does not exist

If the C++ broker on Windows is started but the directory specified (or 
defaulted) by --pid-dir does not exist, the broker will quickly shut down with 
output similar to:

2009-08-04 14:00:09 notice Shut down
2009-08-04 14:00:09 critical Broker start-up failed: The system cannot find the 
path specified.  (..\..\src\qpid\sys\windows\LockFile.cpp:46)

Two issues...
1. The broker should try to create the directory if it does not exist; the 
posix broker does this.
2. On a failure, it would be helpful to be more explanatory.
