Need "exit immediately" flag for broker

We need an "exit immediately" flag for the broker. When set, the broker runs
until it reaches "broker ready" state, then exits.
This has two purposes:
1. with trace enabled, can be used to identify any issue that would prevent a
runner from running
2. ensures that command line and configuration parameters are OK
