I think this patch pretty much completes the fix, including Alan's suggested
updates to the Announce message.
Please review, and apply if deemed acceptible.
Note that you need to modify this line in Cluster.cpp:
const uint32_t Cluster::CLUSTER_VERSION = 820783;
to the latest SVN version before submitting the patch, per Alan's comments.
