client recieves AMQNoRouteException when sending message to an invalid
destination when using 0-9, but not when using 0-10

When using the Java client (eg the JMS Direct example classes) to send
messages to an invalid destination using the 0-9 protocol,
AMQNoRouteException's are seen on the ExceptionListener. However, when doing
the same when connectedto a 0-10 broker (Java or C++) no exceptions are
recieved.
