Resolution: Won't Fix
Not going to try to add the WCF DLLs to the GAC at this time. First, it's
tricky to get CPack and NSIS to insert the code to try and locate the utility
needed (gacutil) which may be absent or located in a few different places.
Second, it's not clear that users of the installer will want this - if the aim
is to write further messaging programs that will later be installed, the user
may not want the DLLs in the GAC.
So, punting this one for now. If users end up finding that adding the DLLs to
the GAC would be very helpful this can be re-examined then.
