Fix For: 0.7
To allow plugins to handle configuration add a ConfigurationManager that will
load ConfigurationPlugins during the configuration process before the broker
starts up.
This will allow the configuration values to be processed and determined to be
valid input before we actually attempt to continue broker startup.
