Update tests to throw ConfigurationExceptions

Fix For: 0.7
ConfigurationException is now properly propogated during ServerConfiguration
setup. This was previously done at a later stage, we now throw
ConfigurationException before the broker is initialised in the
ApplicationRegistry so the tests that used ServerConfiguration classes must now
be updated to process the exception, currently there is no error path handling
so adding a throw to the test methods will be sufficient.
