I really don't like the fix for QPID-2004 in here (I don't expecially like
adding hasShutdown() either but it doesn't seem harmful).
My view is that the Poller is not supposed to be shutdown if it still has
handles registered. If that happens then it is a bug in the code using the
Poller.
