Update Java 0-10 profile excludes

The Java 0-10 profiles use the CPPExcludes to exclude tests. This should be
updated, with a separate Java010Excludes file for 0-10 tests, removing
exclusions that are only meant for the C++ broker. Additionally, a default 0-10
profile should be created for future work in VM broker testing.
