console.py sends a qmf v2 agent locate request to the broker -before- it binds
to "agent.ind.data". The locate request not only forces agents to send a
heartbeat identification message, but it is also used by the agents to publish
a data indication update. There is a race condition where the data indication
update can reach the console before the console binds to the key of the
indication.
