Manged to reproduce hang locally and extracted some running details.
Broker appeared to be mid shutdown in that there was no Qpid MBeans in the
server and there was a Shutdown thread.
Three threads were due to components in Felix that were in a WAITING state
rather than the TIMED_WAIT that the majority of the other threads were in.
Investigation of the code highlights that one of the threads does not use a
Daemon thread so this may be holidng the VM open.
