C++ Messaging Client .NET binding is not compiled in SDK

The DLLs to support the .NET binding to the C++ Messaging Client (see
QPID-2589) are not produced as part of the SDK.
This improvement adds the lines to compile the .NET DLLs.
After the DLLs are compiled they are picked up and packaged along with the rest
of the qpid*.dll files.
