In the above qdr_perf_worker_137667_137673.svg flamegraph of an I/O worker
thread on a link-route connection, compose_message_annotations_v1() is being
called by qd_message_send(). This is done for no reason, as the message
annotations are (eventually) skipped when the actual send occurs.
