When the interior router connected to an edge router with attached fallback
links fails, the edge router can re-establish its interior connection to a
standby interior router.
When this happens the edge router fails to establish proxy links for the
fallback addresses.
Worse yet it appears as if the fallback addresses on the edge router maintain a
stale pointer to a free link when this occurs
