It has been decided that Windows won't be supported (at least not directly). 
See the linked discussions for some workaround suggestions (WSL2, Docker, ...).

In any case, protocol adaptors would not be supported anywhere else besides 
with Qpid Proton with epoll protoacor. That means this important feature is 
effectively Linux-only and there is little interest in running Dispatch without 
it, e.g. on macOS.

The future of dispatch seems to be Linux, exclusively.
