Proton-c reserves link handles with the high bit set for its own purposes. But
if the peer AMQP implementation sends a handle with the high bit set the attach
is not rejected in any way, but we just misbehave!
We can tell the peer that we won't accept handles larger than 0x7ffffff in the
begin frame, so that if we receive a handle larger than this we can reject it
with an error.
