The default location in the install prefix for the python and ruby bindings is
obscure and not actually very useful without a bit of environment fiddling. We
already produce python packages installable by pip and gems installable by
rubygem so we don't really need anything else in the non sysinstall case.
[The sysinstall case is dubious in its own right, but that's for a different
JIRA!]
