Python version upgrade requires manual steps, see

The changes required are along the lines of
https://github.com/apache/qpid-proton/pull/322/files and making them is
repetitive chore.
If tox.ini is not updated, then Python tox tests fail on Fedora Rawhide, which
by default only offers the latest Python version (or the beta version of the
upcoming Python version).
