Currently the 0-10 codepath allows the deletion of the "default" exchanges
amq.topic, amq.direct, etc... This is in contravention of the AMQP 0-10 spec.
Instead the broker should throw a 530 not-allowed exception.
This is tested for explicitly by the 0-10 python tests.
